I have nothing to do with Project 2025. That is out there. I have not read it. I don't want to read it, purposely.— Donald Trump — ABC News Presidential Debate, September 10, 2024. He had already shared a private flight with its leader and praised him publicly.
In July 2024, Trump posted on Truth Social: "I know nothing about Project 2025. I have no idea who is behind it." In September 2024, he told a national debate audience: "I have nothing to do with Project 2025. I have not read it." But by October 2025, he was boasting about appointing "Russ Vought, he of PROJECT 2025 Fame" to run the Office of Management and Budget.
The timeline between denial and embrace is documented in Trump's own words. In April 2022, he shared a private flight with Heritage Foundation president Kevin Roberts. He keynoted a Heritage conference and praised Roberts as someone who "is going to lay the groundwork and detail plans for exactly what our movement will do." Roberts himself told reporters: "I personally have talked to President Trump about Project 2025." Over 140 former Trump officials helped write the document. And on his first day back in office, Trump signed 26 executive orders, two-thirds of which mirrored Project 2025 recommendations.

Trump gives a keynote speech at a Heritage Foundation conference and praises Kevin Roberts, who oversees Project 2025: 'This is a great group and they're going to lay the groundwork and detail plans for exactly what our movement will do... when the American people give us a colossal mandate to save America.' He also says of Roberts: 'He's going to be so incredible. I know that for a fact.'
The Private Flight
Trump shares a 45-minute private flight with Kevin Roberts to the Heritage conference, per The Washington Post (reported August 2024). Roberts later confirms: 'I personally have talked to President Trump about Project 2025.'
Mandate for Leadership Published
The Heritage Foundation publishes the 920-page 'Mandate for Leadership: The Conservative Promise' — the earliest-ever edition in the series. At least 140 former Trump administration officials contributed. 25 of the 30 chapters were written by former Trump officials.
Roberts' 'Second American Revolution' Comment
Kevin Roberts appears on Steve Bannon's podcast and says: 'We are in the process of the second American Revolution, which will remain bloodless if the left allows it to be.' The comment generates a political firestorm, and Trump's campaign begins distancing from Project 2025.

Trump signs 26 executive orders on his first day in office — the most of any president. A TIME/Bloomberg analysis finds nearly two-thirds of his early executive actions 'mirror or partially mirror' Project 2025 proposals. He reinstates Schedule F (P2025's cornerstone recommendation), ends federal DEI programs, withdraws from the Paris Climate Agreement, withdraws from WHO, and suspends refugee admissions — all P2025 recommendations.
NPR Report
NPR reports that Trump is 'enacting Project 2025 policies he distanced himself from during the campaign,' documenting the overlap between his executive orders and the Mandate's specific recommendations.
The Open Embrace
During a government shutdown fight, Trump posts on Truth Social: 'I have a meeting today with Russ Vought, he of PROJECT 2025 Fame, to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut, and whether or not those cuts will be temporary or permanent.' Vought — who wrote P2025's chapter on the Executive Office of the President — is now Trump's OMB Director.

For Trump's denial to be true, he would have to not know about a document written by 140+ of his own former officials, led by an organization whose president he personally praised, flew with, and was briefed by.
Roberts later confirmed: "I personally have talked to President Trump about Project 2025."
Trump's campaign denied this. But Trump himself publicly praised Roberts at the conference: "He's going to be so incredible. I know that for a fact."
The Revolving Door Project found that former Trump officials authored 25 of the 30 chapters in the Mandate for Leadership. Six former Trump Cabinet secretaries contributed.
For Trump's denial to be true, 140+ of his own officials wrote a 920-page plan for his presidency — and he had no idea.

Testing the
Denials
Trump and his supporters have offered several explanations for the Project 2025 connection. Each one is tested against the documented record.
Trump's July 2024 statement said he disagreed with "some of the things they're saying." He never specified what.
The record is clear: within one year, 53% of its recommendations were implemented or underway. That's not the track record of a president who disagreed with the document — it's the track record of one who used it as his governing blueprint.
