In July 2024, Trump posted on Truth Social: "I know nothing about Project 2025. I have no idea who is behind it." In September 2024, he told a national debate audience: "I have nothing to do with Project 2025. I have not read it." But by October 2025, he was boasting about appointing "Russ Vought, he of PROJECT 2025 Fame" to run the Office of Management and Budget.

The timeline between denial and embrace is documented in Trump's own words. In April 2022, he shared a private flight with Heritage Foundation president Kevin Roberts. He keynoted a Heritage conference and praised Roberts as someone who "is going to lay the groundwork and detail plans for exactly what our movement will do." Roberts himself told reporters: "I personally have talked to President Trump about Project 2025." Over 140 former Trump officials helped write the document. And on his first day back in office, Trump signed 26 executive orders, two-thirds of which mirrored Project 2025 recommendations.

Mandate for Leadership Published

The Heritage Foundation publishes the 920-page 'Mandate for Leadership: The Conservative Promise' — the earliest-ever edition in the series. At least 140 former Trump administration officials contributed. 25 of the 30 chapters were written by former Trump officials.

During a government shutdown fight, Trump posts on Truth Social: 'I have a meeting today with Russ Vought, he of PROJECT 2025 Fame, to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut, and whether or not those cuts will be temporary or permanent.' Vought — who wrote P2025's chapter on the Executive Office of the President — is now Trump's OMB Director.

The Private Flight

Trump and his supporters have offered several explanations for the Project 2025 connection. Each one is tested against the documented record.

"Trump has his own platform — Agenda 47. Project 2025 is someone else's plan."
Agenda 47 and Project 2025 are not competing plans — they are overlapping and complementary. Kevin Roberts himself said "the overlap is tremendous." A CNN analysis found that most of Trump's early executive actions mirrored both Agenda 47 talking points and Project 2025's specific policy recommendations. The key difference: Agenda 47 is a set of campaign promises. Project 2025 is the implementation playbook — the 920-page manual for how to actually do it, agency by agency, regulation by regulation. Having your own platform doesn't mean you don't also use the detailed blueprint that 140 of your own former officials wrote for you.

"Heritage writes these for every Republican president. It's nothing new."
This is true — Heritage has published a Mandate for Leadership since 1981. What's different this time: It was published earlier than ever — April 2023, months before the first primary debate. It includes a personnel database of 20,000 recruits and a training academy — no previous Mandate had these. It includes a 180-day agency-by-agency playbook — turning policy into executable operations. 140+ officials from the intended president's own administration wrote it — an unprecedented level of insider involvement. Previous Mandates were policy recommendations. Project 2025 is a full implementation system — personnel, training, policy, and playbooks — designed specifically for Trump's second term, by Trump's own people.

"Trump disagreed with parts of it — that proves he's not connected."

Trump's July 2024 statement said he disagreed with "some of the things they're saying." He never specified what.
Disagreeing with some parts of a 920-page document does not mean you have "nothing to do with" it. It means you agree with most of it.

The record is clear: within one year, 53% of its recommendations were implemented or underway. That's not the track record of a president who disagreed with the document — it's the track record of one who used it as his governing blueprint.

The media didn't write Project 2025. The Heritage Foundation did. It's a public document — available for anyone to read. The proposals documented on this site come directly from the Mandate for Leadership — with page numbers. The implementation tracking comes from the Federal Register and executive orders. The personnel connections come from public appointment records. If Project 2025's own stated goals sound alarming, that is not a media problem. That is a Project 2025 problem.
