The world's most comprehensive democracy measurement project — V-Dem Institute (University of Gothenburg) — downgraded the U.S. from "liberal democracy" to "electoral autocracy" in March 2026. Counterterrorism Strategy Targets an Identity Group (Eco #5, Stanley #5)
On May 7, 2026, the administration's new counterterrorism strategy classified Antifa and left-wing networks as one of the "three major types" of terror groups alongside cartels and Islamist terror. The strategy specifically targets "violent secular political groups whose ideology is anti-American, radically pro-transgender, and anarchist" — defining the designation by speech and belief, not conduct. Pointing federal counterterrorism authority at an identity group based on their identity is the operationalization of NSPM-7 (the Sept 2025 directive that gave the executive branch domestic counterterrorism authority outside of judicial oversight). May 7, 2026 'Election Integrity Army' at the Polls (Britt #14, Paxton: paramilitary)
On May 10, 2026, Trump called for an "ELECTION INTEGRITY ARMY" to be deployed to "EVERY POLLING LOCATION" for the 2026 midterms. The post followed Bannon's February "ICE will surround the polls" threat and Hegseth's May congressional testimony refusing to rule out a Trump order deploying troops to polling places. A quasi-private "army" at the polls is the paramilitary tactic Robert Paxton identifies as the bridge between movement and regime in fascist consolidation — and a fourth, parallel route to federal force at the polls beyond ICE, the Guard, and DOJ.
