Trump said he had "nothing to do with" Project 2025 and had "not read it." Yet within one year of taking office, 283 of its 532 tracked recommendations had been implemented or initiated. On his first day alone, he signed 26 executive orders, two-thirds of which mirrored the blueprint's specific policy proposals. The document he claimed never to have read became the operating manual for his administration.

The implementation is not evenly distributed. Some agencies saw near-total execution of the blueprint's vision: USAID achieved 92 percent of Project 2025 objectives before being effectively shuttered. Public lands recommendations hit 80 percent. Schedule F, the cornerstone mechanism that allows mass replacement of career civil servants with political loyalists, was reinstated on day one. By the end of 2025, 317,000 federal employees had been pushed out of government.

The Center for Progressive Reform tracks 532 specific administrative policy recommendations from the Mandate for Leadership across 20 federal agencies. Each recommendation is mapped to its corresponding executive order, agency action, or regulation. As of February 2026 (one year in), 53% have been implemented or initiated. Schedule F Reinstated (EO 14171)
Trump's very first day: signed 'Restoring Accountability to Policy-Influencing Positions Within the Federal Workforce' — reinstating Schedule F (renamed 'Schedule Policy/Career').

This is the cornerstone of Project 2025 (Chapter 3). It reclassifies up to 50,000 federal workers as at-will employees who can be fired without cause.

The final rule was published in February 2026. Civil service protections that existed since 1883 are being dismantled.
