I have not read it. I don't want to read it, purposely. I'm not going to read it.— Donald Trump — September 2024. By February 2026, 283 of 532 specific P2025 recommendations had been implemented or initiated.
Trump said he had "nothing to do with" Project 2025 and had "not read it." Yet within one year of taking office, 283 of its 532 tracked recommendations had been implemented or initiated. On his first day alone, he signed 26 executive orders, two-thirds of which mirrored the blueprint's specific policy proposals. The document he claimed never to have read became the operating manual for his administration.
The implementation is not evenly distributed. Some agencies saw near-total execution of the blueprint's vision: USAID achieved 92 percent of Project 2025 objectives before being effectively shuttered. Public lands recommendations hit 80 percent. Schedule F, the cornerstone mechanism that allows mass replacement of career civil servants with political loyalists, was reinstated on day one. By the end of 2025, 317,000 federal employees had been pushed out of government.

The Scorecard
How much of Project 2025 has been enacted, broken down by agency and policy area.
Implementation by Sector
26 Executive
Orders
Trump signed more executive orders on his first day than any president in history. A TIME/Bloomberg Government analysis found that nearly two-thirds mirrored or partially mirrored Project 2025 proposals.
This is the cornerstone of Project 2025 (Chapter 3). It reclassifies up to 50,000 federal workers as at-will employees who can be fired without cause.
The final rule was published in February 2026. Civil service protections that existed since 1883 are being dismantled.
Directly matches P2025 Chapter 3 (Central Personnel Agencies), which calls for elimination of DEI across all federal agencies.
Federal employees were given 10 days to report any DEI programs that had been renamed or hidden.
Directly matches P2025 Chapter 14 (HHS), which calls for recognizing only biological sex and ending CDC collection of gender identity data.
Also rescinded Biden's White House Gender Policy Council — a specific P2025 recommendation.
Signed 'Unleashing American Energy' — rescinding Biden's climate executive orders and directing a review of the EPA's endangerment finding.
Matches P2025 Chapters 12 (DOE) and 13 (EPA).
P2025 Chapter 5 (DHS) calls for 'indefinite curtailment' of refugee admissions and military deployment for border enforcement.
Tom Homan — a P2025 contributor — was installed as 'Border Czar' to oversee implementation.
Signed on day one alongside the other P2025-aligned executive orders.
The Ongoing
Dismantling
After the executive orders came the agency-level implementation — workforce reductions, program eliminations, and structural changes that match the Mandate's department-by-department playbook.

• Rolled back national air quality standards, wastewater limits, and power plant emission rules
• Put the Greenhouse Gas Reduction Fund director on administrative leave
• ~800 NOAA employees fired on February 27, 2025

• Seven interagency partnership contracts arranged to move functions to other agencies
• Slashed 89 independent research contracts worth ~$900 million
• McMahon described moves as 'temporary' pending Congressional codification
An internal memo projected hundreds of thousands of excess deaths from the aid cuts. A Boston University model estimated over 700,000 excess deaths by January 2026.
Decades of foreign aid infrastructure, disaster response capability, and global health programs — dismantled in months.

• DOGE members gained access to at least 15 federal agencies
• Reduced federal employment by 9% in less than 10 months — approximately 317,000 employees
• Musk left DOGE in May 2025 after legal setbacks and clashes with cabinet
• DOGE was quietly disbanded by OPM with eight months left in its charter

The Acceleration
Implementation didn't happen all at once. It accelerated throughout the first year.
From 28% to
53% in
Ten Months
Day One
26 executive orders signed. Two-thirds mirror P2025 recommendations. Schedule F reinstated. DEI eliminated. Climate agreements withdrawn.
28% Implemented
Within three months, 28% of P2025's 532 tracked recommendations have been completed or initiated. OPM proposes formal Schedule F rule affecting 50,000 workers.
USAID Eliminated
USAID effectively shut down — 92% of P2025 USAID objectives accomplished. Congress approves defunding CPB. Federal workforce reductions accelerate.
47% Underway
Nearly half of all P2025 recommendations implemented or in progress. Trump openly praises 'Russ Vought, he of PROJECT 2025 Fame.' CPB loses federal funding.
53% — One Year Mark
283 of 532 recommendations implemented or underway. Final Schedule F rule published. 317,000 federal employees pushed out of government. For comparison: Reagan implemented 49% of Heritage's 1981 Mandate in his first year.
He said he didn't know about it. He said he hadn't read it. Then his administration implemented 53% of it in a single year — agency by agency, executive order by executive order, exactly as the 920-page blueprint specified.
